This DLI emphasizes <strong data-start=\"405\" data-end=\"456\">collective, community-level sanitation outcomes<\/strong> and complements household- and institution-focused DLIs by promoting sustained behavioral change, improved hygiene practices, and shared responsibility for sanitation services.<\/p>\n<p data-start=\"635\" data-end=\"702\">A community achieving <strong data-start=\"657\" data-end=\"672\">ODF+ status<\/strong> is defined as one in which:<\/p>\n<ol data-start=\"703\" data-end=\"1189\">\n<li data-start=\"703\" data-end=\"919\">\n<p data-start=\"706\" data-end=\"919\">At least <strong data-start=\"715\" data-end=\"782\">25% of households use an improved sanitation facility in Year 1<\/strong>, with a <strong data-start=\"791\" data-end=\"813\">5% annual increase<\/strong> in the share of households using improved facilities each subsequent Program year, up to 50% by Year 6;<\/p>\n<\/li>\n<li data-start=\"920\" data-end=\"1029\">\n<p data-start=\"923\" data-end=\"1029\">Households without improved sanitation use either unimproved facilities or shared sanitation facilities;<\/p>\n<\/li>\n<li data-start=\"1030\" data-end=\"1082\">\n<p data-start=\"1033\" data-end=\"1082\"><strong data-start=\"1033\" data-end=\"1075\">No households practice open defecation<\/strong>; and<\/p>\n<\/li>\n<li data-start=\"1083\" data-end=\"1189\">\n<p data-start=\"1086\" data-end=\"1189\">Shared sanitation facilities, used by two or more households, are <strong data-start=\"1152\" data-end=\"1188\">improved and properly maintained<\/strong>.<\/p>\n<\/li>\n<\/ol>\n<p data-start=\"1191\" data-end=\"1511\">Communities that have already attained ODF+ status under the Program or at the start of the Program are eligible for incentives if they <strong data-start=\"1327\" data-end=\"1351\">maintain this status<\/strong>. Maintenance is verified one year after initial certification, and approximately <strong data-start=\"1433\" data-end=\"1482\">10% of ODF+ communities are randomly selected<\/strong> for verification annually.<\/p>\n<p data-start=\"1513\" data-end=\"1934\">For consistency in reporting and verification across states, a <strong data-start=\"1576\" data-end=\"1632\">community is defined as approximately 500 households<\/strong>. Minimum conditions for verification include certification by the State Task Group on Sanitation (STGS) using the 2017 revised ODF protocol, absence of open defecation, proper management of shared sanitation facilities, and adherence to the annual incremental targets for improved sanitation coverage.<\/p>\n<p data-start=\"1936\" data-end=\"2481\">Progress under DLI\u202f6 is measured annually, with disbursements made in proportion to verified achievements. Verification is conducted by an <strong data-start=\"2075\" data-end=\"2115\">Independent Verification Agent (IVA)<\/strong>, who reviews reports submitted by the SPIU and FPIU, and conducts <strong data-start=\"2182\" data-end=\"2242\">physical inspections of all communities reported as ODF+<\/strong>. For each selected community, a <strong data-start=\"2275\" data-end=\"2306\">random sample of households<\/strong> is inspected to ensure compliance with ODF+ criteria, including use of improved sanitation facilities, maintenance of shared facilities, and presence of handwashing stations.<\/p>\n<p data-start=\"2483\" data-end=\"2886\">By incentivizing <strong data-start=\"2500\" data-end=\"2538\">community-wide sanitation outcomes<\/strong>, DLI\u202f6 strengthens local engagement, promotes collective accountability, and ensures that sanitation gains are <strong data-start=\"2650\" data-end=\"2690\">sustainable, inclusive, and scalable<\/strong>.
